We are parents who believe in public health. We want what every family wants: healthy children, healthy schools, healthy communities. We listen to our pediatricians, and we take our children's health seriously. That conviction is what brought us here. Richard Pan, a pediatrician who served in the California State Assembly (2010-2014) and the State Senate (2014-2022) representing the Sacramento region, repeatedly defied his training and targeted our children with lasting consequences.
Strong public health is built on public trust. Supporters of this petition believe that several bills Senator Pan authored damaged that trust by substituting ideology for science, taking power away from parents, overruling treating physicians, setting back our students, and even silencing opponents who sought to counter his ideology with facts and evidence.

Dr. Anthony Fauci became the face of America's COVID-19 response – but his power was advisory. He issued guidance and recommendations. Senator Pan repeatedly ignored the recommendations of Fauci and other leading public authorities in an attempt to impose draconian policies unlike anything seen anywhere else in the country.
At the height of the pandemic, Pan pushed further than Dr. Fauci's recommendations – and further than Governor Newsom – building the most radical record of perhaps any legislator in America. This included keeping schools closed longer than any state and seeking to impose a COVID vaccine mandate for every kindergartner in California.

Pan's record offers a warning of what he'd do in Congress

Pan went further than Governor Newsom and his own super-majoritarian legislature. When fellow partisans said no more, when leading public health authorities advised otherwise, he kept pushing – stripping parental rights, silencing pediatricians, criminalizing speech.
Authored by Pan in January 2022. Was shelved in April 2022.
Pan's Failed Plan:
SB 871, authored by Pan, would have added the COVID-19 vaccine to California's required school immunizations for all K-12 students and childcare attendees – public and private – while eliminating any personal belief exemption. This went beyond CDC policy (which never required COVID vaccination for school) and beyond the Governor's own planned mandate, which preserved a personal belief opt-out. Pan withdrew the bill in April 2022 as support collapsed. No state ever adopted such a policy.
Why Parents Are Concerned:
Supporters of this Petition to Stop Pan believe SB 871 shows where the road was always headed: children barred from every classroom in the state over a vaccine the federal government itself never required for school. It failed because parents spoke up and demanded their voice be heard in the lives of their children – proof that signing petitions like this one works.


Pan Introduced in 2022. The bill died in the Assembly.
Pan's Failed Plan:
SB 866, co-authored by Senator Pan with Senator Scott Wiener, would have allowed minors to receive vaccinations without parental knowledge or permission. The bill was withdrawn before a final Assembly vote and never became law.
Why Parents Are Fed Up:
Supporters of this Petition to Stop Pan believe SB 866 revealed a clear legislative philosophy: that parents can be cut out of significant medical decisions for their own children. The bill failed only because public opposition was overwhelming – not because its authors changed their minds.
Pan led the charge to keep California schools closed, mocked parents who advocated for their reopening, and even voted against then-Assemblyman Kevin Kiley's amendment to reopen schools in March 2021.
Pan Voted to Keep Schools Closed:
We saw what our kids suffered while California had the country's most prolonged school closures. It triggered a mental health crisis—depression diagnoses spiked 60% and anxiety surged 31% among teens—and tanked educational outcomes. While politicians sent their kids to private schools for in-person learning, isolation hit low-income families the hardest, widening achievement gaps. Richard Pan was an architect of this disaster, repeatedly defying guidance from leading public health authorities that stressed the importance of reopening schools. Pan even mocked parent groups like Reopen California Schools as "NOT" real "advocacy groups."
In March of 2021, when students in every other state were back in school, Pan voted to kill an amendment that would have gotten our kids back into the classroom. He even threatened further school closures as late as May of 2022.
Why Parents Are Concerned:
Parents are done being an afterthought. We watched our kids fall behind, struggle, and suffer — while the politicians who caused it faced no consequences. Pan caused immeasurable harm to California students with his reckless, anti-scientific school closures.




Pan carried AB 1993 — a bill that would have forced every California worker and independent contractor to show proof of COVID-19 vaccination or lose their job. The backlash was so severe that the bill was halted in March 2022, and it never became law.
Pan co-authored AB 2098, giving the state power to strip doctors—the very physicians attuned to their patients' individual needs—of their medical licenses for questioning Pan's COVID-19 narrative, even as the science was still evolving. A federal judge blocked the law for its "chilling effect" on free speech, and the Legislature repealed it entirely.
Pan authored SB 742 in 2021, creating "no speech zones" around drugstores, supermarkets, and other vaccination sites. Pan's bill allowed for protests by favored interest groups while barring it for citizens opposing his mandates. The measure was quickly voided in court as a blatant violation of the First Amendment.
Pan authored SB 1464, which would have stripped funding from law enforcement agencies if they did not enforce public health mandates as aggressively as Pan desired. This bill was so toxic, usurping local control and forcing law enforcement agencies to divert resources from fighting crime, that it didn't even pass a single committee and never made it to a Floor vote.

Richard Pan has spent years in Sacramento treating parents like a problem to be managed — and now he wants to take that agenda to Washington. A doctor should know better. But Pan has turned out to be the worst kind of politician, one who has consistently chosen power over people. When his own party pushed back on his overreach, he didn't flinch. When Dr. Fauci, the APA, and public health officials across the country finally called to reopen our schools, Pan stood alone — clinging to a position that kept our children home and our families struggling. That's not science. Or public health. That's ideology.
Parents and families in California know how Pan's reckless policies have harmed our children and eroded trust in public health. Sending him to Washington DC could mean nationalizing many of the policies he tried to impose on Californians. We believe in the California Dream, the American Dream — the right to raise our kids, make our own choices, and live without government deciding what's best for our families.
